1. it has ISO-8859-1 by default
2. if I will set koi8-r will It show russian letters correct? or I should use cp-1251?

Hello:
DeskPRO v3 does support the russian language. I believe our language pack that's offered with DeskPRO v3 sets it to CP-1251.
There are very poor support for russian language.
1. When I install russian language I see only question marks instead russian letters. The reason is lack of database query "SET NAMES cp1251" after opening database. I need to decode mysql.php and edit them to insert this query.
1a. There is an error in language management: when I delete installed language it disappears completely so I can't reinstall them. I need to delete that language manually from database to gain ability to install them once more.
2. There are no rusian language in admin panel or technician panel - only in user panel. And localisation of this panels not possible because all english phrases hard-coded in php files.
All my experiments was made on trial version 3.1.2.
I think that points 1a and 2 are related to any language, and point 1 is related to any language with non-latin charset...
1. Where are you seeing the ?. I assume you mean the tech/admin interface? If so you need to set the character set in the settings. You should not see this in the user interface, and there is no need to run any extra queries on the database.
2. We are looking into the problem with deleting/reinstalling the language.
3. Yes, admin and tech interface are not translated as yet, we are currently working on abstracting the language files so this can be done.
